Your reading of this verse depends on your covenant theology. Some traditions see one continuous covenant, where Jewish believers were called to follow Christ from the beginning. Others don’t. Dispensationalism takes a completely different approach to Israel and prophecy.
The phrase targets people who wear the label but aren’t living it out. The gap between what someone says they are and how they treat others matters more than ethnicity here.
